Die Arbeit versucht vor dem Hintergrund eines Handlungs- und Entscheidungsvakuums in der globalen Umweltpolitik, welches auch durch die Beschlüsse des Umweltgipfels in Rio de Janeiro (1992) nicht beseitigt werden konnte, die deutlich zunehmende, autonome Handlungsfähigkeit interorganisatorischer Politiknetzwerke internationaler Organisationen zu erklären. Dies geschieht aus der Erkenntnis heraus, dass die signifikanten globalen Umweltveränderungen der letzten Jahrzehnte eine enge Verknüpfung lokaler und globaler Phänomene aufweisen. Entsprechende problemorientierte Lösungsansätze im Sinne von "think globally, act locally", werden im Handlungs- und Entscheidungsvakuum aber weitgehend verhindert. Neue ökosoziale Problemlösungskapazitäten entstehen im Rahmen weltweiter gesellschaftlicher und ökonomischer Umstrukturierungsprozesse. Mit ihrer disziplinübergreifenden Methoden- und Theoriediskussion sozialwissenschaftlicher Forschung liefert die Arbeit vor allem im ersten Teil einen Beitrag zur theoretischen Erfassung dieser Prozesse. Der zweite Teil umfasst eine Politikfeldanalyse, die sich der konkreten Umsetzung interorganisatorischer Umwelt- und Entwicklungsprogramme (IPEDs) widmet. Dazu werden in zwei komparativen Fallstudien die Globale Umweltfazilität (GEF) und das Tropenaktionsprogramm (TFAP) untersucht. Anhand dieser Fallstudien weist Obser nach, dass IPEDs in signifikanter Weise die Rahmenbedingungen der globalen Umweltpolitik mitbestimmen. Der wesentliche Faktor liegt hierbei in der Art und Weise, wie die losen Netzwerke höchst unterschiedlicher Einzelakteure zu einer gemeinsamen Sprache finden und mit der Entwicklung und Etablierung von Netzwerknormen und -verhalten an Einfluss gewinnen.
